REGULAMENTO General Rules and Regulations
1. Uma revolução lenta e invisível está a operar-se no mundo. O
epicentro dessa revolução situa-se na comunicação e tecnologias.
Por isso mesmo, passados doze temas de grande impacto
internacional, o tema COMUNICAÇÃO E TECNOLOGIAS é o
escolhido para assinalar o 13º PortoCartoon-World Festival.
A comunicação e as tecnologias infiltram-se de tal modo no
quotidiano do mundo que se transformam quase no equivalente ao
ar que respiramos. Ou à electricidade que não dispensamos. São
bens de extrema necessidade que, além disso, radicam na própria
essência social. Apesar disso, expressam e provocam acentuadas
diferenças sociais, conflitos, discriminações, censuras, mitos,
solidão, desigualdades, guerras, etc.
Com o seu aprofundamento, neste séc. XXI, teremos um mundo
mais justo e equilibrado? Ou mais demoníaco, menos comunicativo
e mais assimétrico?
Além da participação com desenhos sobre o tema central, os
cartunistas podem concorrer com trabalhos em TEMA LIVRE,
como tem acontecido nas edições anteriores.
An invisible and slow revolution is happening in the world. The
epicentre of this revolution lies in communication and technologies.
Therefore, after twelve themes of great international impact,
the theme of COMMUNICATION AND TECHNOLOGIES is the
chosen one for the 13th PortoCartoon.
Communication and Technologies penetrate so much in the
everyday world that become almost equivalent to the air we breathe.
Or the electricity we can not do without. They are goods we need
most, and their roots are in the social essence. Despite that, they
express and cause social differences, conflicts, discrimination,
censorship, myths, loneliness, inequality, war, etc..
With the further development in this 21st century, will we have a
world more fairly and balanced? Or will we have a more demonic,
less communicative and more asymmetrical world?
In addition to participating with cartoons on the main theme, the
cartoonists can also send works for the FREE CATEGORY, as per
the previous editions.

2, Os artistas que não quiserem concorrer aos prémios podem enviar
os seus trabalhos para a secção EXTRA-CONCURSO, indicando-o
expressamente.
The artists who do not wish to compete can send their works to the
EXTRA-COMPETITION section informing of this decision.

3. 3.1. Os trabalhos concorrentes devem ser originais, sendo admitidas
quaisquer técnicas gráficas incluindo trabalhos digitais, enviados pela
Internet, desde que devidamente ASSINADOS PELO AUTOR e com
a indicação expressa de que se trata da IMPRESSÃO NÚMERO 1,
ou de um original para este concurso.
3.2. Podem também ser apresentadas peças escultóricas de humor,
em qualquer material.
3.1. Works must be originals and any kind of graphical technique will
be accepted, including digital artwork, sent by Internet, if the prints
are SIGNED BY THE AUTHOR and if they are indicated as PRINT
NUMBER ONE, or a original to this contest.
3.2. Can also be presented sculptures pieces of humour, in any kind
of material.

4. Os trabalhos podem ter, no máximo, as seguintes medidas:
- em papel, 42 x 30 cm (DIN A3)
- peças escultóricas, 42 x 30 x 30 cm
The works can have at the maximum the following measures:
- in paper, 42 x 30 cm (DIN A3);
- sculpture pieces, 42 x 30 x 30 cm

5. As obras devem apresentar no verso as seguintes informações:
nome do autor e endereços; título, secção temática a que se destinam,
ano e devem ser acompanhadas por CV do autor (participação em
exposições, prémios, publicações...).
The works should present on the reverse the following information:
author´s name and address, title, theme section and year. The
author’s CV in Portuguese or English (publications, exhibitions,
prizes…) should also be sent.

6. Os trabalhos devem dar entrada na sede do MUSEU NACIONAL DA
IMPRENSA até 27 de Fevereiro de 2011, acompanhados da ficha
de inscrição.
The works should arrive at the PORTUGUESE PRINTING PRESS
MUSEUM until February 27th 2011, with the entry form.

7. Os trabalhos deverão ser enviados para:
PortoCartoon-World Festival, Museu Nacional da Imprensa,

8. A participação no PORTOCARTOON implica automaticamente a
cedência de direitos à publicação e reprodução dos trabalhos em
qualquer suporte, no âmbito da produção e divulgação do festival.
The participation in PORTOCARTOON means automatically that
the author is waving copyrights of his works in any kind of support,
concerning the production and diffusion of the festival.

9. Serão atribuídos os seguintes PRÉMIOS, acompanhados de um
TROFÉU e DIPLOMA:
GRANDE PRÉMIO PORTOCARTOON no valor de 7000€
(metade em dinheiro e metade em garrafas de Vinho do Porto) e custos
de transporte e estadia na altura da sessão de entrega de prêmios
2º PRÉMIO PORTOCARTOON no valor de 2500€
(metade em dinheiro e metade em garrafas de Vinho do Porto) e custos
de transporte e estadia na altura da sessão de entrega de prêmios
3º PRÉMIO PORTOCARTOON no valor de 1500€
(metade em dinheiro e metade em garrafas de Vinho do Porto) e custos
de transporte e estadia na altura da sessão de entrega de prêmios
MENÇÕES HONROSAS PORTOCARTOON 50€
e custos de estadia para um fim-de-semana
The AWARDS, including a TROPHY and a DIPLOMA,
will be the following:
GRAND PRIZE PORTOCARTOON 7000 Euro
(half in money and half in Port wine),
travel and stay costs for the Awards Ceremony in Portugal
2ND PRIZE PORTOCARTOON 2500 Euro
(half in money and half in Port wine),
travel and stay costs for the Awards Ceremony in Portugal
3RD PRIZE PORTOCARTOON 1500 Euro
(half in money and half in Port wine),
travel and stay costs for the Awards Ceremony in Portugal
HONORABLE MENTIONS PORTOCARTOON 50 Euro,
stay costs for a weekend in Portugal

10. O Júri terá um número ímpar de membros e as suas decisões são
irrevogáveis, não podendo ficar sujeitas a qualquer tipo de recurso
ou reclamação.

The Jury will have an odd number of judges and their decision will be
final with no subjection to any kind of appeal or reclamation.

11. Os trabalhos premiados ficarão propriedade do MUSEU NACIONAL
DA IMPRENSA e farão parte da GALERIA INTERNACIONAL DO
CARTOON.
Os restantes só serão devolvidos depois da exposição (incluindo
digressões) aos artistas concorrentes que o solicitarem formalmente
no acto da inscrição.
The awarded works will become property of the PORTUGUESE
PRINTING PRESS MUSEUM and will be part of the INTERNATIONAL
CARTOON GALLERY.
The others will be sent to the artists, if formally requested, after
its public exhibition during the PORTOCARTOON and possible
exhibition in other cities and countries.

12. A utilização dos trabalhos não premiados fora da exposição,
promoção e divulgação do PORTOCARTOON fica sujeita ao
pagamento de direitos de autor, nos termos em que forem devidos.
In case of using non-awarded works in other cases except
PORTOCARTOON exhibition or its promotion, copyright payment
will be made to the artists whenever it takes place

13. Todos os concorrentes cujos trabalhos foram seleccionados para a
exposição terão direito a catálogo.
All the artists whose works are selected for the exhibition will receive
a catalogue.

14. A entrega dos prémios será feita em cerimónia pública organizada
para o efeito.
The prizes will be delivered in a public ceremony.
